Background information:

 

· The estate roads (and their footpaths and verges) still belong to the original developer Barratt, who should maintain the roads until they are adopted by the Highways Authority (Hertfordshire County Council) (HCC).

 

Current Status as at February 2017

· Barratt are still actively pursuing discussions with HCC regarding the adoption of the roads of the Byewaters estate. Thames Water have now taken over responsibility for the main sewers and the foul water pumping station.

Current Status as at February 2015

· In 2014, HCC changed their position and are no longer willing to adopt the estate roads unless they can also adopt Blackmoor Lane (the private road leading into the estate).

· Blackmoor Lane is now owned by Threadneedle Investments who are opposed to the adoption of this road.

· Barratt and HCC are responsible for resolving this difficulty and delivering on their commitments to ensure that the estate roads are adopted.

 

Current Status as at April 2012

· Barratt have completed maintenance and re-painting of the street lighting on the estate.

· Barratt have completed work to inspect and repair the sewers.

· Councillors have been advised that “Thames Water are being chased on a decision to adopt the sewers once this has been agreed, formal adoption can be agreed, as all the legal agreements are in place.

· Three Rivers have written to the Manager/Director of Thames Water and Barratt to try and resolve the issues over the adoption of both foul and surface water sewer.

 

Installation of riverside railings November 2010

· The decision that these railings must be installed has been made by Three Rivers District Council (TRDC) and Hertfordshire County Council Highways Department (HCC) as a prerequisite of their adoption of the roads and certain associated footpaths on the Estate.

· The roads and footpaths to be adopted are detailed in the property transfer “deeds” of many individual properties in the estate.

· The cost of the design and installation of these railings is being met by the council(s). Some or all of this cost may have been funded out of the monies which Barratt gave to TRDC as part of a "Section 106" agreement associated with the planning permission for the overall estate development.
